Terms of Service and Privacy Policy
Effective: 2026-10-18
This page applies to rotifer.cloud and to the management console and customer portal (the "Services") operated by Shanghai Weilianke Technology Co., Ltd. ("we"). By using the Services you agree to these terms. If the Chinese and English versions differ, the Chinese version prevails.
1. Terms of Service
The Services
We provide a management console and customer portal for operators of large-model API services and their customers, covering tenant and account management, API key management, usage metering and billing. Features, prices and settlement follow your contract or order with us.
Accounts and sign-in
You can sign in with an SMS code, a one-time authenticator code, or by scanning a WeChat QR code. Keep your phone, authenticator, backup codes and API keys safe; you are responsible for losses caused by failing to do so. If you find your account or a key being used by others, disable it in the Services or contact us right away.
Acceptable use
You must comply with the laws of the People's Republic of China, must not use the Services to create or spread unlawful content, must not attack, disrupt or bypass the security of the Services, and must not hand API keys to third parties you do not control. We may suspend or terminate the accounts and keys involved.
Fees
Paid Services are charged as agreed in your contract or order; usage is based on the metering records in the Services.
Changes and interruptions
We try to keep the Services stable, but maintenance, upgrades, network or upstream failures may cause interruptions. We give advance notice of planned maintenance.
Limitation of liability
To the extent permitted by law, we are not liable for interruptions caused by force majeure or third parties, and our liability is limited to the fees you actually paid for the Services concerned, unless your contract says otherwise.
Changes to these terms
We may revise this page. We will update the effective date here and, for changes that materially affect you, notify you in the Services.
Governing law
These terms are governed by the laws of the People's Republic of China. Disputes shall first be settled by negotiation, failing which they shall go to the competent people's court where we are located.
2. Privacy Policy
This website
rotifer.cloud only presents company and product information. It requires no registration and collects no personal information. Your light or dark theme choice is stored only in your own browser.
What we collect
When you use the console or portal: your phone number (for sign-in and notices); if you sign in with WeChat, the user identifiers WeChat returns (openid, unionid) — we do not access your WeChat contacts or chats; account name and organisation; sign-in records (time and source IP); API call records (time, model, usage, latency, status and the first two segments of the source IP); and, where identity verification is required, the personal or company information and documents you submit. We do not record the content of your API requests or the responses.
How we use it
For authentication and account security, providing and metering the Services, billing, sending sign-in codes and service notices, troubleshooting and abuse prevention, and meeting legal obligations.
Storage and protection
Data is stored on servers in the People's Republic of China. Phone numbers, identity information and WeChat identifiers are encrypted, and only partly shown in the console and logs. For API keys we keep only a verification value; the key itself is shown once at creation. Call and sign-in records are kept for the retention period set in the Services (one year by default) and then deleted automatically, unless the law requires otherwise.
Sharing
We do not sell personal information. To provide the Services we work with: an SMS provider (Alibaba Cloud, for codes and notices); the WeChat Open Platform (Tencent, only when you choose WeChat sign-in); the model service providers you call through the API (they receive only the request content needed for that call); and our cloud server provider. Disclosure required by law or competent authorities is excepted.
Your rights
You can view and correct your account information in the Services, and ask us to delete your personal information or close your account, except where the law requires us to keep it. Contact us as below; we reply within 15 working days.
Minors
The Services are for businesses and organisations and are not intended for children under 14.
